5歲的小凱（化名）罹患少見、俗稱「米其林寶寶」的先天限制環症候群，出生時右腳踝就有一道明顯的皮膚皺褶，深陷近骨，外形如同蓮藕般被掐成兩段，皺褶以下更因循環不良腫脹，右足還呈現杵狀變形，所幸接受限制環切除手術後，肢體順利恢復，神經血管完全正常，能跟一般孩子一樣奔跑和運動。
台北榮總兒童骨科醫師蘇宇平表示，這種病症在臨床上稱之為先天限制環症候群，這些「米其林寶寶」因為身上有圈狀皺褶，就像是被上了腳鐐。
先天限制環症候群的發生原因，蘇宇平說，是胎兒在子宮內發育時受到羊膜游絲纏繞，在手腳肢體上形成環狀皺褶，就像被橡皮筋緊緊纏繞一般，肢體會腫脹、發育不良，嚴重時甚至得局部截肢。
先天限制環症候群發生率約介於千分之一至萬分之一間，研究找不到與遺傳或基因變異有關，因此被視為是突發性的，無法真正預防。國內預估每年有20至40例，症狀輕重不一，台北榮總十幾年來已收治近40例，功能皆順利恢復。
蘇宇平說，由於羊膜游絲十分細微，很難在超音波底下直接偵測到，一般產檢時，只要有懷疑，可藉由更高解析度或立體的超音波進一步評估，不過，只要出生後及時進行整型及重建手術，發育、功能皆可與一般孩子相去不遠，不一定得選擇中止妊娠。

台大論文造假案再掀風波，台大教授張正琪今出面召開記者會，指出當時台大校方於11月11日召開邀請副校長郭大維、主任秘書林達德及郭明良、張正琪等人到校會商，意圖要郭與張息事寧人；但郭大維出示登機證，表示當時人根本不在台灣，認為張正琪的指控是子虛烏有。
張正琪今日召開記者會教你怎麼省荷包，並提供一張座位圖，表示圖為當時論文案爆發後，11月11日台大隨即邀請副校長郭大維、主任秘書林達德及郭明良、張正琪等人到校會商，並要求郭明良辭職，指出會幫郭安排藥廠職務，並要求郭與張兩人不准發言，及指定郭大維擔任教評會召集人。
但郭大維今日出席杜聰明獎頒獎典禮時出示登機證，表示自己去年11月8日就代表台大出國到墨西哥參加國際會議，直到11月12日才返回台灣，根本不可能現身在張正琪所說的11月11日的會議中，強調張正琪的指控是子虛烏有、不實指控。
媒體詢問當日實際情形，台大主任秘書林達德表示，當時11月11日是郭明良教授，主動到校長室要求請辭，張正琪教授也有陪同，校方當天處理的事情，是協助郭明擬定辭職聲明、由校方協助發送，並指定由主任秘書為統一對外的發言途徑。
另張正琪於記者會中指控，台大教評會解聘他未經過三級三審制度，但她卻已經不能到台大上課；對此，林達德表示，請人代課是校教評會當初附帶的決議，會代課也是擔心影響學生權益，因此才在解聘前就找人代課。至於為何不公開生科院醫學院的調查報告，林達德則解釋，是因為調查報告中涉及個資，調查委員不願意曝光身分，因此才沒有公開。
